What They Did: Used two community consensus workshops and spouse-led research to document employment barriers facing military and DoD civilian or contractor spouses with healthcare credentials in Okinawa. The project centered impacted spouses as subject-matter experts and produced a practical guide, a full research report, and seven recommendations for improving employment access.

Key Results: The project identified four major employment barriers and developed seven recommendations to address military spouse healthcare-worker unemployment in Okinawa, after documenting that roughly half of surveyed military spouse healthcare workers in Japan were unemployed despite reported healthcare-provider shortages.

Replication Takeaway: Bring affected spouses, healthcare employers, installation leaders, credentialing experts, and community partners together through structured consensus workshops; document the barriers; publish actionable recommendations; and use grants and nonprofit partners to fund the work.
