Affiliation: Joint
Location: Multiple locations
Partners: Military installations; state, local and tribal governments; public-sector and community partners.
What They Did: The Association of Defense Communities highlighted four examples of IGSAs being used to address different installation and community needs: Goodfellow AFB partnered with Angelo State University for temporary housing; Moody AFB partnered with Lowndes County to operate water and wastewater treatment plants; Altus AFB partnered with the City of Altus for grounds maintenance; and Joint Base San Antonio used a blanket IGSA with the Alamo Area Council of Governments to facilitate multiple installation-support services.
Key Results: The examples demonstrated that IGSAs can be used for a broad range of installation needs, including housing, utilities, grounds maintenance, refuse and recycling, emergency services, and other support services. Reported benefits included cost savings, additional revenue for community partners, improved service delivery, and a more efficient mechanism for developing and executing installation-community partnerships.
Replication Takeaway: Installation and community leaders can identify services or challenges that could benefit from shared resources, local expertise, or economies of scale and evaluate whether an IGSA could provide a mutually beneficial solution. Potential opportunities can extend well beyond traditional municipal services to areas such as housing, emergency response, environmental services, infrastructure, education, and other installation-support needs.
